I am trying to complete a will and power of attorney for my mother, but every website that I’ve clicked on that said "download free wills" are actually charging for the service. Do you have any suggestions? Would it be easier to type the will and power of attorney myself and just have the documents notarized?

Advise you strongly to go to a lawer. Are you in a trade union or professional association? Sometimes these bodies will fund a one hour visit to a lawer.
What you could do is to go to the Registry Office (UK), look through a few wills, copy one which suits and make a template which you can then alter to suit yourself, but honestly the lawyer route is the best and safest.
